POSITION DESCRIPTION: Develop and review engineering reports, studies, and APS (Accessible Pedestrian Signal) reviews. This includes preparing and disseminating the Strategic Highway Safety Plan (SHSP) tracking reports, study documentation and presentation of findings and conclusions, analysis of engineering data, and coordination of resources necessary to produce reports. Addresses complaints/concerns for safety and bicycle/pedestrian issues and requests for information from internal and external customers. Identifies high bicycle/pedestrian crash corridors, analyzes crash patterns, and develops corrective measures (engineering, enforcement, and education).

Develop and manage professional and contractual service contracts, and other types of agreements, that supporttraffic operations. This includes project management responsibilities associated with procuring contracts, issuing task work orders, reviewing contract deliverables, reviewing and processing invoices, coordinating Department personnel and other agencies associated with work under the contract, preparing contract correspondence, maintaining project files, and actively participating in project meetings.

Participate in meetings, on committees, task teams and other groups with internal and external customers to represent traffic engineering and safety interests. Includes, providing useful commentary and review of work products as well as developing correspondence and follow-up contact as needed. Facilitates and participates in bicycle/pedestrian safety education campaigns and events along with implementing outreach strategies to promote bicycle/pedestrian safety. Travels as necessary.

Participate in project safety activities and ensure that Safety designs are considered in the project concepts. Provides recommendations on scopes primarily, but also reviews Project Development & Environmental (PD&E) plans, design scope of work, design plans, traffic operations improvements, safety project plans, as well as applications for funds which involve bicycle or pedestrian facilities.

Assist the Traffic Safety Program Engineer in implementing business and related plans to guide resource allocation and achieve unit performance targets. Includes collaborating with others in plan development, reporting plan results, linking performance targets to SMART (Specific, Measurable, Achievable, Realistic and Time-bound)objectives in staff expectations, and identifying and making resource recommendations.

KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of traffic engineering principles and practices; management principles and practices; traffic operations analysis and study techniques; Florida's Strategic Highway Safety Plan. Skilled in the use of personal computers and ability to use Microsoft Office (Word, Excel, PowerPoint, Access & Outlook). Ability to collect, analyze, and interpret engineering data; establish and maintain effective working relationships. Skilled in effective oral communications; effective written communications; interpreting and disseminating traffic engineering related data. Ability to manage workload to produce on time resolutions to problems; guide, manage, and work with diverse groups of people; basic public outreach and marketing techniques; working with others outside of the line of formal authority, to accomplish organization goals, and to identify and resolve problems; read and interpret plans, specifications, design standards, and manuals.

OTHER JOB-RELATED REQUIREMENTS: Due to the nature of this position, incumbent must respond to emergencies.

MINIMUM QUALIFICATIONS: A high school diploma and two years of engineering, traffic studies, or traffic safety experience; or An associate of arts or science degree in computer science, engineering technology, or similar relevant area of study and one year of engineering, traffic studies, or traffic safety experience; or A bachelor's degree from an accredited college or university with a major in engineering, computer science, engineering technology or similar relevant area of study; or Successful completion of the Fundamentals of Engineering Exam and has an Engineer in Trainee (EIT) certification in either Florida or another State; or An active International Municipal and Signal Association (IMSA) Sign and Pavement Marking certification.
