Job Details Description POSITION SUMMARY: The HSA is a primary
member of the Site Management Team and is responsible for the
direction, direct service, and supervision of the facility medical
department and functioning. The HSA ensures that the facility is
compliant with all contract, ACA standards and licensing
requirements related to medical-related treatment. Monitors,
evaluates, and determines appropriate levels of care; assures the
delivery of essential health care needs and quality of service
provided; provides consultation services to assist in adhering to
standards; does related work as required. Has managerial
responsibility (both administrative and clinical) for the medical
unit. Administers and coordinates all medical/dental/psychiatric
services. Is on 24-hour call to respond to emergencies.ESSENTIAL
FUNCTIONS: 1. Directs and works as a member of the site medical
team. Provides for the general health care of students and staff,
within the scope of the license.2. Reviews and monitors all medical
activities to ensure quality of services and to ensure compliance
with applicable policies, procedures, directives, rules, and
regulations and performance standards of the contracting authority,
the company, accrediting bodies, etc.3. Communicates and interprets
policies and procedures to nursing staff, and monitors staff
practices and implementation.4. Ensures compliance of facility and
state regulatory requirements by monitoring LPNs documentation.5.
Administers or directs the administration of resident medications
prescribed by physician. Ensures that an effective system is
provided to review medication oversight and ensure completion of
all documentation and forms related to medication are in compliance
with all facility and state regulatory requirements.6. Assumes the
responsibility of the handling, dispensing, use of and recording of
narcotics, medications, equipment, and supplies within the unit.7.
Implements and overseas system to ensure special dietary needs of
youth are addressed as they relate to medical and dental issues.8.
Schedules conferences with, and acts as consultant to, the
contracting authority, community services and health care staff,
and community-based health agency representatives in order to
formulate plans to meet the special health care needs of the
population being served and coordinates the delivery of such
services.9. Educates students, staff and the community regarding
relevant health care topics such as: prevention of sports injuries,
blood borne pathogens, CPR, First Aid, and behavioral disorders.
Assists with other applicable training duties of site employees.10.
Collaborates with physicians and/or ARNP, consultants, community
agencies, and institutions to improve the quality of services and
to resolve identified problems.11. Collaborates with the Clinical
Director/Psychologist to meet the needs of the students requiring
psychiatric evaluation and medication management review. Executes
psychiatric orders as prescribed by the Psychiatrist.12. Initiates
investigation of and/or investigates complaints; identifies
deficiencies in quality of care and/or possible patient abuse
situations, environmental safety or other health hazards in
accordance with state and federal health and safety laws; evaluates
violations within the parameters specified by law and submits
comprehensive reports.13. Orders or directs the ordering of
supplies, pharmaceuticals and other equipment.14. Monitors monthly
expenditure statements.15. Supervises Staff: Conducts hiring,
evaluations, commendations, reprimands and dismissals, reviews and
approves time and attendance, conducts training sessions and action
plans to assist with staff development.16. Ensures the safety,
health and welfare of staff and students at all times.17. Provides
encouragement, guidance and resources to staff and students when
needed.18. Models and ensures all program norms are upheld without
compromise.19. Acts as a positive role model and mentor for both
staff and students.20. Treats others with respect, confronts
negative behavior and supports confrontations.21. Completes
required reports and documentation in a timely manner, provides
management with required reports and advises of any problematic
situations.22. Complies with and implements the Rite of Passage
Policies and Procedures as detailed in the appropriate
manuals/handbooks. Assists with establishing departmental policies
and procedures.23. Ensures the highest standards are maintained to
prevent illegal, unethical, or improper conduct and to ensure the
program remains in compliance with agency licensing and Rite of
Passage policies and procedures.24. Assists with the correction of
deficiencies and quality improvement efforts.25. Attends and
participates in all required meetings. Must attend all
Multi-Disciplinary Team Meetings. (MDT)26. Commits to attending and
tracking all training and staff development classes in order to
ensure sufficient hours of training for this position and all
supervised staff are completed on an annual basis. Notifies
supervisor if annual training hours are deficient.27. Other duties
as assigned, verbally or in written form to meet the needs of the
program.MINIMUM QUALIFICATIONS: 1. Bachelors degree in related
health care field. Must possess a current Registered Nursing
license from the state in which employed.2. Minimum of two years of
previous medical services administration, including demonstrated
experience in operating and securing comprehensive health services
programs.3. Good interpersonal skills including the ability to
interview potential employees.4. If required to operate a company
vehicle during the course of employment, must meet the requirements
to be an eligible ROP driver. Must possess a current State Drivers
License and have an acceptable driving record for the past three
(3) years.5. Ability to pass a criminal background clearance check,
drug screen, physical and TB test.6. Ability to utilize resources
available to complete assigned projects.7. Ability to prepare
written reports and correspondence.8. Ability to understand and
follow verbal and written instructions.9. Ability to effectively
communicate, verbally and in writing.10. Able to work an excess of
40 hours per week with the possibility of a varied schedule.11.
Must be able to maintain a high level of confidentiality.12. Must
have excellent organization and time management skills.13. Ability
to build and maintain positive internal and external
relationships.14. Ability to provide exemplary customer service to
all employees and outside constituents.15. Ability to function
independently and as a member of a team in a multi-task
environment.16. Must be flexible and able to handle multiple
priorities, with the ability to adjust to high pressure and rapidly
changing business conditions.17. Proficient in the use of computers
