together.Position SummaryThe Florida Recovery Acceleration Fund
(RAF) Construction Project Manager will execute all
construction-related activities associated with the FL RAF program.
This team member will oversee the completion of housing
rehabilitation for eligible clients in accordance with available
funding and State CDBG-DR program rules and regulations. This
position requires experience and confidence in basic computer
skills for the purposes of construction estimating and publishing
progress reports. However, this is primarily a field based role
requiring excellent knowledge of residential housing codes and
practices in order to assess and report accurate scopes of work and
troubleshoot day to day issues with the assigned
contractorsResponsibilities:Manage an average of 10 active
projects, as well as additional projects in the pre or post
construction phase with support from the assigned estimatorConduct
pre construction site assessments to determine homes that are ideal
for RAF programMeasure, sketch and scope each home in accordance
with the needs of the estimator assigned to the project. These will
be completed in a format compatible with Xactimate estimating
softwareCreate and track schedule for each project assigned and
ensure that the project stays on schedule. Report progress to the
Director of Construction and submit scheduling change requests as
neededTrack assigned budget and submit notes, drawings and
photographs as required for change ordersSchedule and coordinate
subcontracted labor Review and approve subcontractor invoices and
progress payments. Verify the site conditions match the requested
invoice and submit payment requests to the Director of
ConstructionMaintain accurate electronic construction files.
Provide bi-weekly updates to the Director of Construction on the
status and progress of all projectsThoroughly document pre-existing
conditions on-site, along with stages of construction throughout
the project to ensure compliance with State CDBG-DR program
standardsAttend inspection meetings with program officials to
accurately document all work completedProvide field support for
award appeals as needed. This may involve site meetings with
program officials as well as additional photographs and
drawings.Participate in start file meetings, period inspections and
close out paperwork according to SBP and/or State CDBG-DR program
requirements and alongside members of the Case Management Team and
clientCommunicate progress towards completion and answer questions
from client or Case Management TeamProvide additional support to
Director of Construction and the program as neededProCore will be
used to communicate with the office team so familiarity and
experience with this software is requiredTravel to the Florida
Office location(Lakeland) at least once a week and as to foster
communication with the teamRequirements:Four-year university degree
or equivalent combination of education and experience5 years'
experience in residential constructionExcellent written, oral
communications and interpersonal skills; ability to listen and
assess the interests of various audiences and communicate ideas in
person or in writing in a clear and articulate manner to compel
individuals to actionSignificant experience with scope development
in accordance with CDBG-DR guidelinesAbility to accurately sketch
houses for development by the assigned estimatorAbility to read and
interpret Xactimate scope files in order to accurately communicate
needs to the estimator and expectations to the assigned
contractorModerate experience with Microsoft Office and/or Google
SuiteProven track record of delivering on goals and meeting
metricsAble to satisfactorily pass a Criminal History Check to
include sex offender registry, State Police, and FBI.Valid Driver's
license and reliable transportation (will be required to travel
across Florida) Must be fully vaccinated against COVID-19 to CDC
guidelines and able to provide vaccination documentationPerformance
