Job Description:
Under the direction of the Chief Operating Officer at the
Florida United Methodist Children's Home, the Director of Quality
Assurance/Compliance Officer (DQA) is responsible for the
coordination of all activities related accreditation, state
licensing, contracts/monitoring requirements, training and
responding to inquiries. The DQA supervises the agency's quality
assurance activities as required by the organization's policies and
procedures and in accordance with relevant Federal and State laws.
This position is also responsible for coordinating with the Human
Resources Department for the purpose of tracking and implementation
of the general training plan/program for all agency employees.
EDUCATION
Master's Degree in a human service related field from an accredited
college or university and at least two (2) years' experience in
social work, child welfare, education, or social service
administration; or any combination of training, education and
experience which would provide the required knowledge, abilities
and skills.
QUALIFICATIONS
- Knowledge of human growth and development, a strong background
in personnel practices, employment laws, licensing and monitoring
requirements, and knowledge of social service accreditation
standards (e.g., COA, JACHO, CARF & EAGLE).
- Knowledge of performance improvement theory and the ability to
implement such programs.
- Knowledgeable and proficient in computer technology,
statistical analysis and information management systems.
- Knowledge of investigatory strategies and protocols.
- Must possess the interpersonal skills to develop strong
professional relationships with funding and licensing
entities.
- Must possess the communication skills necessary to build
collaborative interactions across all Departments within The
Children's Home.
- Must possess a strong sense of personal authority, maturity and
integrity for leadership with staff.
- Must be able to communicate effectively, have excellent verbal
and writing skills, and be competent in conflict resolution and
mediation.
- Must possess strong leadership qualities for promoting staff
development, morale, and cooperative relationships among various
departments.
- Possess a fundamental understanding personnel background
screening requirements and processes related to the child welfare
system in Florida. ESSENTIAL DUTIES AND RESPONSIBILITIES
- Supervises the on-going Quality Assurance Plan and performance
improvement activities of the agency;
- Works with each Vice President and Department Director on the
development of internal methods of monitoring and evaluating
quality of service and compliance with rules and regulatory statues
that are associated with quality and assist with the organization
and monitoring of quality assurance/performance improvement
goals;
- Collects data and prepares quarterly and annual summaries of
the aggregated findings of the quality assurance and performance
improvement process and distributes inferential information to
Administration, Vice Presidents, Department Directors and relevant
stakeholders;
- Has oversight of all activities of the organization related to
State and Federal licensing, inspections by contract monitors, and
accreditation and to serve as consultant and authority to all
agency programs;
- Develops corrective action plans for regulatory entities when
needed. Conducts follow-up review to ensure that
recommendations/changes were implemented;
- Exercises leadership to ensure compliance with all regulatory
standards and requirements;
- Provides liaison guidance and assistance to all areas for
overall agency program coordination;
- Reviews and drafts/updates policies and procedures when
necessary. Provides staff and administration with the necessary
information in order to update policies and procedures as
needed;
- Presents training as necessary for Quality Assurance and
related topics such as DCF reporting requirements, ADA Section 504
reporting requirements, and Privacy and Security as they relate to
HIPAA regulations;
- Facilitates investigations related, but not limited to alleged
abuse, staff ethical concerns, unprofessional behavior by staff,
and fraud;
- Assumes a lead role in following up on youth grievances
involving possible misconduct by staff;
- Coordinates efforts related to obtaining accreditation through
entities such as The Council on Accreditation, EAGLE, and the
Teaching Family Model;
- Assumes the lead in ensuring that background checks are
conducted in a timely manner as required by statute, rule, and
contract;
- Serves as the liaison with Community Based Care organizations
that FUMCH interacts with;
- Coordinates efforts with DCF Protective Investigators;
- Coordinates safety evacuation policies, procedures, and
drills;
- Serves on The Children's Home's Health and Wellness
Committee
- Performs all other duties as required. SUPERVISORY
RESPONSIBILITIES
This position has supervisory responsibility over all staff on the
QA/Compliance team.
